Isn't the dialed number an office number? 3
I called someone and instead of ringing the bell I got the following message:
The number you are calling is not a business number. Try turning off the phone.
Does this mean that the person did not pay the price for his life? Or does he just not pay attention when you tell him something to do?
If it makes a difference then they have (or have) cingulation.
To updateOffline means not paid?
This may mean that they are not paying.
This could mean that they are deliberately interfering with the service.
This may mean that the nearby tower is in trouble (rarely).
This could mean that you have switched to another provider.
It simply means that they have a new number.
Of course, lots of options.
This is not a business number.

Apparently, for some reason, the number was disconnected. They may not have paid for the plane or may have recently changed airlines. The only way to be sure is to call and ask the person you want to talk to.
It just happened to me. For AT&T, do the following:

restart
Reset network settings.
After reconfiguring the pne, you'll need to reconnect to WiFi.
