I don't mean that person is frivolous and optimistic. This means that the person is optimistic and is considered unwelcome by others, just as a loveless romance is one that is romantic but unlucky. So if someone is optimistic and you think he is an optimist, you can call him a ruthless optimist. As if there is no point in fixing your hope.
